Answer

For the same reason that Judge Opiela won't speak with the opposing side; you would not want the Judge to speak with the opposing parties and make a decision without hearing your side of the story. Therefore, in the interest of justice, a he will generally only address matters in scheduled proceeding where all parties involved have been properly notified.
